Zenfone 8 doesn't auto connect to WiFi network of higher strength

I have two routers in my home in two different floors, both have same SSID with band steering enabled. When I come to, say 1st floor from ground floor, Zenfone doesn't auto connect to WiFi of higher strength on 1st floor. I have to manually turn the WiFi off and then on, to be able to connect to nearest WiFi router.
More info: The router on Ground floor is running in AP mode, and the router on 1st Floor is the main router.
