Oh didn't realise you was on A9.
Try updating the firmware one by one and see if that improves first.
ROG Phone II | Gaming Phones|ROG - Republic of Gamers|ROG GlobalI don't want to say the worst case scenario you have but I may need to. It sounds like you have a Tencent phone with global firmware installed which makes a mess of the phone. But anyway, try upgrading the firmware first.
Simply download from the version you are on and place it in Internal Storage.

Please contact your carrier.
I don't know if this is the same issue as the other guy who has a ROG 3. Basically, something was blocked by the carrier because the phone was coming in from another country. I don't know if this is a coincidence though.
If you don't know, probably a mod can take a device log from you for further investigation.
