Can you please rephrase the question? Do you mean why is there no Video call feature with VoLTE?
What is your region and what wireless provider are you using?

Sorry,I am Using JIO in India.

Even a low Budget Phone is having Video calling Feature Directly.

Where as ,I have to call through Whatsaap/Google Due/Skype.

That really Strange.

Native video calling is currently only widely available in India, and we have multiple regions on the same firmware. For that reason we are not supporting native video calling. As you mentioned, it is available through third party apps.
