Sometimes when Google Chrome is opened, it does not open properly and the swipe gestures to home does not work as well.
I can see the top elements trying to load but not loading properly.
Notification bar is working which allows me to open settings and kill the app and restart again.

Yeah it's not the problem of OS it's all because of that android system webview.
For me also it happened for 1 week after updating the android system webview but yesterday i received another update in play store for that app which resolved that issue.
