Sometimes when Google Chrome is opened, it does not open properly and the swipe gestures to home does not work as well.
I can see the top elements trying to load but not loading properly.
Notification bar is working which allows me to open settings and kill the app and restart again.

Hi, we'd request you follow the below steps:
1 . Clear cache & storage of App after backing up & disable/re-enable Chrome App
2. Try the same under safe mode:
Hold the power button for 5 seconds => When the screen flashes with option => Press & hold power option => You will get an option to restart in safe mode
3. We'd suggest you to use another browser, if the issue persists.
4 . We have made a note of your feedback, and will share it with relevant team.

I don't think it's an issue of OS,
Because chrome nowadays pushing lot of updates also the system app Webview could be the culprit,
because even i faced it with Pie, so I unistalled chrome and using Firefox now
