I expected you might be on Beta 10, and if that would be the case then I would tell you that EIS doesn't work in Beta AOSP .409 version.
But as you replied that you are on .073 then can you tell whether the object you were recording, was that a very fast moving object? Asus Max Pro M2 stock camera performance is very very poor. You may try to install Gcam by enabling Camera2API.
