nimpujif you installed any third-party battery optimization software means, then uninstall now and restart windows.

Not Charging
uninstall battery-related drivers from the device manager and then restart windows.

Does the situation improve if you reboot your laptop?
If you replace the other adapter, will the condition remain the same?
