Can we have touch and mouse input at the same time?

As I understand the mouse and touchscreen functions are linked to the same type of input. Is it possible for them to be different?

For example, if i am image editing and I want to drag to pan an image while using the mouse or trackpad to use a tool within the program?

Another example: If I'm playing a game in full screen and I tap the screenpad+ by accident the game minimises. Would it be possible to have windows understand that i didn't click there I just wanted to scroll a window on the secondary screen?

    From what I know is that you can not use finger touch and pen touch at the same time.

    You would need to give the laptop a few second to switch in between and then it would recognize the actions correctly.
