oem unlocking missing in my phone

oem unlocking not available in developer and unable to unlock bootloader of my device even official app is also not working.In fastboot mode fastboot devices command works and it shows the seial number of device and while i am input oem unlocking command it shows waiting for device.

Please help to unlock bootlader of my device

For Zenfone Max Pro m1, there will no longer be any system updates and maintenance (including ZenUI Launcher & server).
