Dude, it's already there. Are you living under the rocks? Open the app, on the upper right corner press the three virtical dots. Now click settings and turn on 'anumated app icon'. Wala....it is on. People make hue and cry of things they don't know how to operate.

There are tens of apps in Play Store with such widgets/banners/whatever you want in every possible design

You should add that this option exist only when you are using Asus launcher.
