When you have a headset plugged in and try to change the notification or call tone, the audio does not come out, you need to remove the headset to hear the tone to be chosen.

are you using 3.5mm, USB C or BT headphones? I tried on my ZF6 and ring tone sounds will go though the speaker while notification sounds goes via headphones
