System: Windows 10

Description: CPU throtling on power up/wake
Model: UX580GE
Frequency of Occurrence: Always
Reset OS: No
Hello everyone.
Needed data:
Laptop model: Asus Zenbook UX580GE (i7-8750HK, 16GB RAM, 512GB SSD, GeFoce 1050, 4K Display, Windows 10 PRO). Windows came already installed.
NOTE: chart with info on post is not all true because there are not all answers supported so I will write here what isnt true: Problem persist on battery as well as on charge.
Dont know what do you mean by Reset OS, If system is reinstalled? If yes then it isnt reinstalled, it was already on laptop when I bought it.
My problem: Laptop throttle when powered up or waked up from sleep for about 10 to 30 seconds(task manager shows around 0.76Ghz) after witch it goes to 3.91 - 3.95Ghz and stays there until shut down.
Problem is there from day one.(Bought it new)
I have no idea how to aproach this problem? It seems to me like some bios driver problem but BIOS on this model is just pretty and useless what I could see.
I owned zenbook ux303la(i5 8gb ram) and it didnt have any problems.
What can be problem and what my next steps should be for indicating and resolving it?
Thanks.
