My laptop will only charge to 27%. Is this an issue with my charger adapter or my battery settings? Also, when the battery light is flashing on the side of the laptop, does that mean the battery is charging?

Thank you. I'll contact the service center tomorrow. Also, based on the service center locations, I noticed there are no locations in North Carolina. Is this list current? Hoping I don't have to travel to GA for service.
