Settings\System\Display - if HDR is enabled, the desktop and other content (except HDR) becomes faded\pale.
Why does this happen?
How can I make sure that the colors are not faded\pale when HDR is enabled?

Could you please provide any relevant pictures or videos for us to verify the issue?
Have you tried uninstalling the graphics card in Device Manager and then reinstalling the driver?

The smartphone camera will not show the problem.
It can only be seen with the eyes.
Yes, I tried removing the card and reinstalling the drivers, it didn't help.
System restore didn't solve the problem either...

If the application being used does not support HDR, it is normal for the screen brightness to decrease when HDR is enabled.

The problem is not in the brightness!
The problem is that when HDR is turned on, the colors on the display are dull/faded!
This immediately becomes clearly visible on the shortcuts on the desktop, and on other OS elements and applications, such as Google Chrome, Microsoft Edge.
As if another color profile is turned on...
I repeat once again, there are no problems with playing HDR content!!!
