im using windows 10 (64 bit) Asus Vivobook X505ZA 8gb ram, Amd Ryzen 5 2500u with Amd radeon vega mobile gfx.
This Issue Occured suddenly oneday when i turned on my laptop i found that the videos on my hardisk are lagging very badly and laptop is working very slowly. i checked my cpu speed from task manager, it is stuck at 0.38 ghz and is not increasing. What to do Sir Please Help

So no matter which function your are using now, all are slow?

yes the fan and heat radiation working fine in my laptop. everything is slow as you can understand how can anything work smoothly in a speed of 0.38ghz.
