Well, the official recommendation is to change the paste when you broke the connection between the heatsink and the processor.On the other hand it will be okay for a while, but it won't extend the system lifetime for sure.

That is always a good question. Look around what would you buy instead and compare the time & effort & cost.The mentioned issues often can solve with a fresh install, with up to date drivers etc.
