FPS losing 1 Frame Stuck at 59 and 119 fps

I just noticed this for a while. And i had this replaced because of red tint.is it true that we can only have 1 time replacement?

If you're getting up to 119 it's somehow good but you must reach 120

@Anders_ASUS please look into this it's very weird I'm losing two frames on the site and 1 frame on everything.

There are differences in the displays. So it's to be expected. There's nothing wrong if your display shows 1-2 Hz/FPS too much or too little. You will never notice the difference.
If you run this homepage on a bunch of different devices, you will see that it's less common that you get exactly what it says on the box.

Yes, but why did I encountered this kind of issues and it's a replacement phone. The old one I got never had this issue on the display it's like i'm unlucky to lost 2 frames?

I will check with our devs/R&D if https://www.vsynctester.com/ is a reliable test to determine the screens true refresh rate and if things like the browser might impact the displayed result. Your result of 118.713. Was that what it constantly said or was it the lowest result you could find during your testing?
