It is definitely a bug.
I am able to use face recognition to unlock my phone. Instagram is able to flip selfie camera. But the built in camera app is missing the button for selfie. Pretty sure it's a program bug.

I was randomly talking to a friend and wanted to show him my camera and when I opened it, it got fixed lol.

Ehhh this is stupid. Now my back camera 1x and 2x got issue. 0.7x very clear wtf.
