Does the last version of Android 14 has a bug with the cooler?

When I connect my phone to a cooler it detects the cooler but the fan or the LED is not working 

My phone's software is the lastest version of Android 14 

I sent my cooler to RMA but at by the RMA it says it's working normal.

Do I need to upgrade the software of my phone?

Is the battery draining problem it's fixed on recent patch of Android 15?
