I also have this problem. Sometimes, when the phone is under heavy load, it disconnects the power supply and uses the battery, and the cooler uses the power from the charger, but I can still control it, etc. It often blocks the power consumption at 19 W and the phone has to support itself with the battery. Resetting the phone or reinstalling the cooler fixes this problem for one use.
