As I can see you're using your phone in 60Hz refresh rate. At this rate this setting is usually ON. Turn this off.
It's due to the Low Brightness DC dimming.
You can see the change in real-time if you just change the refresh rate of 90 or 120Hz as that setting only work on 60Hz.
