In short, I have tried multiple solutions that I could find online but no one worked for me.
- I have checked for my camera and it has all privileges needed
- ensured that I have installed Windows hello face as optional feature
- restarted Widnows Biometric Service from Services.msc
It seems that I am missing FaceDriver in C:\Windows\System32\WinBioPlugIns\FaceDriver

p.s. I am also noticed that I am missing Biometric devices in Device Manager
