LOW GPU AND MEMORY CLOCK

Hello everyone, I have an ASUS TUF Dash F15 FX516PM. The problem is GPU Clock and Memory Clock is so less. GPU is not under load on the first photo and all the values are normal. I do open any game and activate the Turbo Mode. GPU and Memory clock values are getting up on the second photo. After 2 mins later all the values getting down on the last photo as you can see. I get so low fps with my RTX 3060. How can I use my graphic card on full performance?
