Laptop flickering when starting

When I'm starting my laptop it flickers when its starting so I turn it off (hard Start) and then it starts properly

When I start my Azus laptop it start flickering. Then I turn it off ( by hard starting I have no other choice) because I figure the flickering is bad for the computer. Then when I restart the computer it starts fine.

Is same problem still happening in safe mode also.
