This feature was available on my device for a long time. This feature was not supported on jio but this was fixed and it now works on all major carriers.

Jio now only started rolling out this feature. It will be available for you in the upcoming days. Update the carrier services app whenever available.
If i use other sim then is this work? Vodafone idea, Airtel, BSNL ???
Vodafone, Idea and Airtel supported this feature for quite some time. Only Jio did not support this feature until a month back.
No, BSNL does not support RCS chat feature even now.
The Chat feature is not via carrier services, just update your Messages app if you are on Android 10.
Nothing to do with Jio,Airtel or any other . Google bypassed it using it's own Jibe Mobiles.

Google not waiting for Jio anymore. On mine it's currently using Google's own Jibe Mobiles ( my sim- jio)
All devices with A10 and latest carrier services and google Messages app support it regardless of carrier .
No, you are wrong. RCS will even work with devices that are not running on Android 10. I have a Max pro M2 running on stable Android 9. It now supports RCS.
