Bootloader unlock error (AGAIN)

RAM: 3G
Firmware/APP Version: nougat
Frequency of Occurrence: all the time
Rooted: No
APP Name: UNlock tool

Okay so I bought a new zenfone max plus again so I can unlock the bootloader. But when i try to unlock the bootlaoder it gives me the same error again! Im tired of this why dont you just add the allow oem unlocking option in the developer settings?!
