I too have a similar problem with My Asus Zenfone Max pro M1. The Minimum Brightness is too much .... Tried using Night mode apps but it just acts like a filter to screen Brightness remains the same and it's difficult to use during night...
Kernel version 4.4.153-perf+
Please find a Solution ...

I agree even in. 87 firmware. The brightness at lower level is much brighter. I using night mode at lower brightness. But it needs to fix. In OREO it was fine.
