Frequency of Occurrence: every time I try to turn it on

When I try to turn on the phone, it buzzes, then displays the animation with the low red battery, and switched off. If I connect it to the charger, it tries to turn itself on, but the same thing happens (low battery image), but after switching off, it tries to turn on again and repeats this cycle again and again until I disconnect it from the charger. If it's disconnected, it doesn't repeat this loop.
Any ideas which part of the phone broke down?
Also, how could I save my data in this scenario? I tried to connect the phone to the computer and turn on, but the same cycle happens, and nowhere during the cycle is the phone accessible from the computer (it doesn't display as it usually does).
