If your talking about the oblong shape that appears around the icon when you tap and hold or move it ,,,,,,,, it's supposed to do that.

A white line appears when the App is held and drag, and when is released. The white line crosses the screen from side to side in the the bottom, between the upper and bottom Apps.

That white line is showing which page of your home screen are you on, and it goes big to symbolize the change has been done.
This is as intended.
