Cannot call. Text and data working.

I bought a new Zenfone 8 in April, and finally got around to switching over. Got all the updates finished, did a factory reset and I can't make phone calls. Text and data are working fine, but as soon as I tap the call button, the call ends. Tried several numbers including voicemail. Tried troubleshooting with Verizon yesterday, they couldn't find any issues. Tried sim slot 1 and slot 2. Checked Volte, on or off is the same.
Help?
