Photos over text do not work when WiFi is turned on and connected to a network. Photos downloaded after I manually turned off WiFi. I also have hyper-fusion enabled (not sure if that's a contributing factor)

I noticed the same thing, MMS struggle to be sent or received if WiFi is enabled when Hyper-Fusion is enabled.
Disable one of them and MMS are sent/received instantly.
If enabled it can take hours before a MMS can be received (multiple download errors).
