Just try to once clean all your history including the cache or atleast cache👇it helps a lot for once in while.

I'm also facing the sudden freezing of scroll in Chrome and Google app, but mainly on Chrome. It irritates me the most. Also, in general, scrolling on 6Z isn't that smooth in other apps too like Twitter, Instagram, Telegram, Gmail and many more.
Scrolling in Android 9 was good but in 10, it is very pathetic.
Clearing cache doesn't help either.
