Upside screen cannot be touch if in full screen mode

If my phone is on playing a game (and the screen change to landscape), why did the upside screen cannot be touch? For example, if I play pubg then i cannot touch the map on the top right screen, if i play mobile legend i cannot touch the button for buy item. I really hope someone knows solution for this problem and want to share the solution. Thank you everyone! 🙂

Are u using any application which use screen overlay? I have a similar issue when I use power shade app, I will disable it temporarily when I play PUBG.
