How do I stop random vibrations when the phone is waken up with the power button?

When the phone is unlocked and I wake up the screen with the power button, it will vibrate randomly about half the time.

This is despite "notification vibration" and "touch feedback" being turned off under Vibration and haptics.

This also seems not to be connected to which finger I use to press the button.

I would assume the phone is trying to unlock but is failing. Or does it vibrate even though you are using a finger that is successful in unlocking it?
