If you enter safe mode, and the problem persists. I would recommend you to restore the system.

Launch the Device Manager and select the Network Manager.
Right-click on your Wi-Fi driver and select Properties.
Right-click on the driver again and click on Uninstall.
Now go to Windows Update and update your Windows. An updated driver will be downloaded along with the other useful updates
