Detailed description：
I use a Portuguese keyboard but my region settings and language are all UK. When I press the equal sign on the number pad it displays on the screen as a double chevron like this: « . All other keys display as expected.
If I switch to an English keyboard it works as expected.

I only have Windows11 installed so I cannot confirm if the same issue appears in Windows10.
