Was there any update or modification before the issue occurred?
Is camera listed in the device manager?
Have you checked your anti-virus program setting?
Also, if you enter safe mode, does the camera work?

camera not working

same thing happend to me few times , culprit is some privacy services are disabled automatically, i am sure its not hardware problem, its purely software problem in windows os.
for testing purpose, install skype calling application, use webcamera in skype , see if camera works
