why i can't use rotate on main menu ??

i can't use rotate home screen in android 9 or android 10 , can some one help me

First switch auto rotate on then option for this setting can be toggled. After that close auto rotate and whenever you want to use in landscape just click on the button that comes up on left hand corner when phone is held in landscape
