Screen keeps switching back and forth between refresh rate speed while using chrome

I use facebook using chrome. I've observed, the refresh rate speed keeps changing back and forth. I don't have a problem with switching, but there is a color shift noticeable between different speed. Also sometimes there is sudden bright glow while changing speed. Could somebody please take a look ?

This issue is more general than Facebook. It happens while watching videos in chrome.

The latest update in the case was from yesterday but don't expect this to be solved in an instance. I will let you know once we have found something
