Pictures and videos won't send or download in phone texts

I cannot find how to let my phone send videos to another phone number, I cannot receive pictures from other people either. I've looked in the settings but can't seem to find how to allow it. They send and receive thru facebooks message app tho.

This could be caused by a number of reasons.
1) Make sure you have mobile data turned on, as MMS works over your cellular network.
2) Check with your network service provider that you have the correct MMS settings.
3) Reset your network settings by going to Settings -> System -> Reset options -> Reset Wi-Fi, mobile & Bluetooth.
