So I have been using Google's phone dialler for a while now and I am even been on the Beta Programme. I was unable to replicate the issue.
This may sound obvious, but have you uninstalled and try installing again?
If you think it's the Telephony Service, you can always try cache.
Does the original dialler still work? If so, try another dialler and see if you get the same issue.
