Bluetooth off and on can't auto connected same device and can't cilck connect on device only way is forgot the device and reconnect again

Resetting the Bluetooth settings should resolve this.
Goto Settings>System>Reset options>Reset Wi-Fi, mobile & Bluetooth>Reset settings.
This will also delete your saved WiFi networks so you will have to reenter the WiFi passwords for the networks.
