Even though I've Xmode turned off this happens.
When I go into recents and come back, while playing PUBG.

Yes I still have this, but I doubt this is a bug. I've seen if system lighting is turned off. This dosen't happen.

ok, I thought you meant that all system lighting was turned off. You most probably had Games activated under system lighting. So every time you jumped between the game and recent apps overview, it triggered this lightning effect
