Quick settings panel not working on all apps

My quick settings panel doesn't go down/dragged down whenever im in an app but whenever im in the homescreen it works, i have tried force resetting my phone, shutting it on and off and still no fix. I only noticed that it the quick settings panel works whenever it is landscaped in apps like chrome but whenever its on portrait it doesn't wanna be dragged down.

I think i have found the problem, the top of my screen has sort of a margin that isnt letting me press (1st video) 

but when i used AnyDesk to control my phone using my pc i was able to drag down the quick settings in any apps (2nd video)

I dont know how this happened, theres no history of repairs I haven't dropped it or any history of water damage.
