So a couple weeks ago, my Rog6 battery percentage has been jumping everytime I restart my phone, not to mention that when I charge it also jump. Could it be my battery is already bad? It's not even a year old yet. A couple weeks ago I wasn't able to charge my phone for a couple hours and that happened for two days. So in that two day I wasn't able to charge for a couple. Could it be that's the culprit?

As the user @kaash mentioned, it could be a good idea to do the SMMI test and see if the battery is having issues.
If you keep experiencing issues I would recommend doing a factory reset to see if this solves the issue and if doesn't then reaching out to a Service Center would be the best solution here, since they can look into your device and see what could be causing the issue.

As a last resort if possible you may try factory reset. If you have done basic troubleshooting and found no problem elsewhere. Have you tested battery status via Calculator > .12345+= Maybe you find something there doing battery and charging testing.

I have already factory reset it once and it still persist, should I factory reset it again?

Yes you can try one more time and check if that solves or else better to check with official Asus support service centre.
I have several such experience in past sometimes the same firmware or app acts wired and doesn't work even after resetting but sometimes it works just fine in second or third attempt. May be the installation process may get interrupted sometime by itself without any physical or external intervention.

Have you tried to charge and use your phone in safe mode. Maybe you find something check it out rebooting your device in safe mode. See if you find different results or the same issue.
