Always on display - Possible notification bug

Rooted or not: Not rooted (Stock)
Frequency of Occurrence: Always
APP Name & APP Version (If your issue relates to the app): AOD in combination with notifications
In addition to information above, please also provide as much details as you can, e.g., using scenario, what troubleshooting you've already done, screenshot, etc.

Any notification which is silenced and also hidden from showing in the notification bar and on the lockscreen is always visible on the AOD

As can be seen on below the AOD has 5 icons for notifications. Why are the silenced and hidden from lock screen visible here?
Lockscreen has 2 as the other 3 are silenced
Notification shade shows 1 and 4 silenced. It would be 2 but as the system UI(for the screenshot) shows up later it's not visible yet. But this is correct and the lock screen is as well since then the screenshot is taken.

On both .163 and the newer .165 silent notifications are still visible in the AOD but not on lockscreen

With the latest *.197 silent notifications are still on AOD but not on lock screen or on the notification bar.
Seems AOD has its own rules apart from lock screen when it comes to notifications
