it doesn't work on HD60+ even though I've set it down to 60hz, in rog phone 2 i set 120hz still works on hd60s+

It's not a bug, it's because the capture card wants a HDCP encrypted signal which it doesnt get. You need to have a HDCP stripper in order for capture cards to work. I had the same issue with my capture card.
