This is because VoLTE is not enabled. If it is that important to you, feedback to your carrier.

Can depend on a wide variety of things.

You have DATA enabled om SIM2. But your calling card is always SIM1. The phone is not Dual-Active so if you have data on SIM2 and a call on SIM1, data will die. Only data on the same SIM as an active call will work.
You are on a operator with only 4G network , and the phone does not have VoLTE support for this particular network, meaning a call will drop the call to 3G.

I would guess 1 and 2 are the most common occurences of this situation but there can be a variety of other causes as well.
