Frequency of Occurrence: evey time
APP Name & APP Version (If your issue relates to the app): camera 7.4.17.0

I tried clearing camera storage and also tried safe mode but nothing happens.

Unfortunately the center is still blurry. It is not necessary to take the photo to make it look blurry, directly from the camera app it already looks blurry before taking the photo.
Isn't the same thing happening to you? Do you see it sharp at your wide angle?
