ASUS Prime Z370-A upgrading CPU to i9-9900KF, PC doesn't turn on

I updated my BIOS to a more recent version (more recent than the required BIOS version 1803 recommended on pcpartpicker).  I put the new CPU in and the power button did nothing.  I put my old CPU back in (an i7) and it booted right up.

What am I missing?

do your system have any external gpu?

I don't know what you mean by external. System has a Nvidia GeForce GTX 3090.
